Goal
Why an ex-employee cannot be seen when using a custom security profile?
Solution
If you use a security profile with a custom tab, you can use it in dynamic or in static mode .

You are in dynamic mode if you are using your custom security with ‘Restrict the people visible to each user using this profile’.

You are in static mode if you are using your custom security with ‘Restrict the People visible to the profile’.
1) For dynamic security.

Prior to 12.0.6, it is the normal behavior that you cannot see the ex-employees in dynamic mode.
If you are using your custom security using the ‘Restrict the people visible to each user using this profile’, then you cannot see ex-employees prior to R12.0.6. Prior to12.0.6 there is a limitation to user-based security, in that it doesn’t allow access to ex-employees with a Final Process Date. From 12.0.6 there is a profile option called HR: Ex-Employee Security Profile. Set the Profile to Yes to include Ex-Employees, Ex-Applicants, and Ex-Contingent Workers ,or No to retain original functionality. Doesn’t apply to Supervisor Security. 2) For static security.
If you are using your custom security ‘Restrict the People visible to the profile’ which uses Security List Maintenance to store the data in a static list, then you can see the ex-employees. But you need to run the Security List maintenance concurrent (SLM) to maintain the secured view PER_PERSON_LIST
